Chromoly is steel dude. You can weld chromo to chromo. or any steel to steel.
and not .065, i'd recommend .058 because the bars are a bitch to get off with .065
Guys, the urethane is definitely not OEM. I'm getting a set soon, and I've been riding the wheels I consider the best so far (Phoenix wheels). These wheels have a very high bar to surpass if I'm going to like them.

You could, but it would raise your bars 2 inches higher.
Just get an old piece of 1.25" OD tubing, put the shim on it, and put it in the HIC bars/slit.
Might have a hard time removing it though
