What does the it mean when it says the bar is SCS compatable? Is that needed for the Razor Pro Model?

What is lock?

When you measure the height of the bar, do you measure from the end of the bar to the top or from the ground to the top of the bar or what? I ride the pro model and I keep it at the lowest setting so what height would that be?

I wasn't going to get it soon, but i was just interested in getting one in the future and wondering how to figure out. Thanks for the info.
