Bolt snapped on my triple clamp

Hi, my scooter clamp a triple one has one bolt snapped. Its the top one out of the three and its stuck in so I can't put another bolt in, is it still safe to ride? Thanks!

if its the top one should be safe but depends what tricks you do because the bars might snap off.
