Clamp Too Tight?

okay so i bought this scooter off a kid 4 100 dollars he told me in advance the clamp would be hard to get off the top bolts come off easily the bottom are tight as shit any advice also there's nothing wrong with it i just want to learn how to put together an scs

Tighten the bottom ones again and loosen the top. Find a 5 mm allen with a lot of leverage for max torque. Don't strip it!

put yo allen key in the bottom one and use the lip of the L the small part as a handle, take an unused peg or fork and put the small end through the small end of the peg or axel hole in the fork, then turn the peg it should be alot easier if you dont have a T allenn key.
