i think it's just your camera. only think i can think of is turn your shutter speed down a bit or fiddle with your render settings

film with the lowest ISO as possible (usually never over 1000 if you must. i usually limit myself to 800 on my 7D although i can go up to 12,000)
If you film in 1920x1080 30fps make sure your shutter speed is 1/60
If you film in 1280x720 60fps (smoother video because more frames per a second are being shot) make sure your shutter speed is 1/125
Edit with a good editing program, (Final Cut, Sony Vegas)
make sure you have a class 10 memory card

The shutter speed info when shooting in different fps is critical.

it looks like your shutterspeed is the problem imo

edit: i see its the t3, just whatever your fps number is make sure your shutterspeed is double the fps number
