I tried WD40 and that didn't work. Idk whats up, any tips?
Fork shakes until I tighten it so much that it barely spins

No the fork isn't bent. And I don't know what a top cap is.

Take it apart (Headset), clean it, then re-grease it. Don't use a really thick grease, take a look at what's on there now (probably nothing now, WD40 kills grease) and try to go thinner if you can. Don't use 3in1 oil or sowing oil on your headset, it's too thin and will just run off within a few days.

if you have an ultra pro deck then the cause is the headtube is uneven.. i had the same problem.. you gotta get a new one or see if you can get some kid or replacement from razor.. im sure they wont complain they make shit loads of money

is it a thraded fork and headset if so go iy a new headset
