Headset sticking?

My headset started sticking really bad, i took it all part, sanded my cups down, (there was some leftover powdercoat in there, took the grease out of my bearings. Regreased it. Put it together, and it still stuck. I got a new headset, and it still sticks. Idk what it could be anymore. I tried 2 different HIC shims. Metal, and my plastic lucky one. What do you think is wrong with it?

alright, so i just asked my dad, he's a machinist, and he said that something inbetween the bearings was going wrong. maybe a bent fork tube is what he was thinking. so. maybe try and put an old fork in there and see if there is still the same problem. and another thing that i could think of is that you dont have your crown race(fork race) on straight.

You might just be overtightening your headset. If it does it with two different headsets it's either your compression or your fork.

Either your fork is bent or you tighten it too much. Having even the slightest bend in the fork can create uneven pressure on the headset especially with HIC.

Yeah it could be the fork or maybe the headtube is bent a little. Or the headset cup could be bent. (it's integrated).

It's integrated? What fork do you have? The bottom of the fork, right under the race, is most likely scraping against the bottom cup.
