How To Paint Bars

I have the scooter zone one piece bars and I want to paint them a different color what paint shuld i use paint or spray paint and what kind for a shiny glossy black color?

well you obviously should use spray paint so sand the rest of the old paint off primer it then paint it a couple coats, then a couple coats of clear coat.
