Need help with headsets!!

So I am planning on building up a new scooter soon, and I am getting custom Rad crow bars. The only problem is, since I am new to scootering (came from bmx and still ride dirt jumpers) I have no idea about the whole threadless compression stuff. I would like to be able to make the scooter dialed without to much hassle and I am not really running low on cash since I have a job. SO ONTO THE QUESTIONS. Since I am getting the bars custom made, should I get them oversized for HIC or standard for normal SCS? I apologize if this is already addressed, I searched and did not find anything. Basically I am just wondering what would be the best/most diled/strongest route for compression and all that. Thanks, Trevor.

Can bars cut for scs be used on threaded forks? What about hic?
Standard sized bars can be used with threaded parts but HIC bars can't unless you have District aluminium bars (AL-1 V2 & AL-2 V3) with an oversized clamp and take out the starnut.
EDIT* Sorry, no bars cut for SCS can fit any other compression without cutting another slit.
