proto scs problem

Yeah, I'm confused.
So today my fork finally arrived and I put my scooter together, I tightened it all up nicely and when its done, my headset isn't tightened, AT ALL. so I took it apart again and had a look, the bolt that goes through the topcap is completely tightened in, but it still wasn't working. So I tried with headset spacers, but it just made it worse. Seems like my SCS isn't touching my fork, does the fork need to be bigger or something?

I'm really confused, could someone explain to me why it isn't tightening?
The SCS slid onto the fork easily, is It meant to do that?
I'm using it with a Phoenix Integrated, with a Animal Integrated Headset. Zero Gravity fork and Regular sized Proto SCS.

Fork isn't cut, its completely like, as it is when you get it.

That's not normal that it slides on that easy, how snug is the compression ring against the fork? That would show if it's a problem with the SCS or if it actually is the fork having a diameter slightly skinny. Try just tightening the SCS with nothing in it and seeing if it still slides onto the fork (but make sure you grease the bolts).

The compression ring? The thing that looks like a fork race with a slit in it that goes on top of the top bearings? It's not tight at all, do I have to hammer it in??

you mean the crown race?if thats not compressed all the way on your fork than thats your problem

Hmm I think I know the problem now. With my Animal headset all I got was a fork race(the thing u hit onto your fork) and another thing that looks like that but with a slit in it. Thats inbetween my top bearings and my top cap, should I have a compression ring?
 
The fork race is what you're thinking of as the crown race, it needs to be used with the headset or else it doesn't work correctly. I'm pretty sure thats not my problems but thanks alot for the help :)
