Thats so awesome. I was thinking he had to do something with the focus/depth of field and a lens. I would try it but i have not a clue how to pull it off

its pretty simple
hes not using a video camera hes using a still camera
in photoshop he takes the blur tool and blurs it to look tilt shift
he probobly applies some kind of batch command to all of the ones of the same scene and then just puts all the pictures together its just a stop animation
