its an allon bolt not a clamp. what should i do i did what jon dog or whatever said to do to and it didnt work

my scooter is an old A model razor. i bolted it. the handle bars are uneven with the wheel. i tried takin out the aalon bolt and tightening it but nothing works. what should i do?
