Bars have a inch of slit left after cutting them down and they pop out of tilt scs

Topic, I have it super tightened and I had to cut my bars down a inch so my bars are 22.5 in tilt scs but there is still a bit of slit left and every now and again they loosen up in the scs, I tightened it a crazy amount and it hasnt happened after the second time, any solutions? I have a old razor fork would that work to cut it a tiny bit and shove it in there?

Yup, use the fork tube and put it in your bars
