Brake Fluid

I have a used 2008 Adly Jet 50 and recently had brake problems, I checked the Brake Fluid Reservoir window and saw that it was dry and empty, so need to refill with DOT3 brake fluid. My question is, do I have to fully bleed the brake system or can I just open reservoir cylinder and add fluid? I am very low on funds so was hoping I could just top it off with new DOT3 fluid
