EDIT: yes you do have to have one, but if times are really tough you can go to bike shop, get a clamp which fits your fork and put the threadless headset on and then put the clamp directly above the headset and tighten it up, this act a bit like the big nut on stock forks works.
And don't listen to that guy he's just started and thinks he knows everything there is about scooter when actualy half the time he is wrong.

No you can't, you can use a threadless (BMX) headset with a threaded fork, but not the other way around (the way you said it)...
Actually, you can, but it'll be ghetto as hell and you'll have to mess with the top cup/nut part...so no, out of the box, you can't...
