i know that you usually need a bearing race on a fork
but the diameter of the district fork gets bigger at the bottom so the bearing race doesnt go on good
so i thought that i wont need one

No it need to sit flush with the base. Take a flathead and a hammer, hit the flathead with the hammer all the way around the bearing race. Untill it sits flush.

its supposed to be a really tight fit so theres no play in the headset. Also some races dont have a slit so it makes it 100x harder to get it on. If you're still having trouble with it, take it to a bike shop. They have a pipe tool thing that knocks the race down evenly. The last thing you want is a crooked race.
