Undo your compression, take the headset out, put it back in, and tighten it. Dont even need grease or anything (Although that would help).

pop the small plastic ring off with a pin or something really small. grease dem bearings and that should help.

It's probably just not greased, but what could also be the problem is unevenly cut bars. If you cut your bars yourself you should probably check that out

Mine did that just before the headset cup broke, turns out it was overtightened and the ICS was all screwed up. Take it apart, check the compression, and put it carefully back together.
