Okay so I have Buffs bars, stock fork, and district clamp, everytime i line up my bars and tighten my clamp as tight as I can the bars come out of line within 10 minutes, i tried making a soda can shim for my fork and i already have a shim on my bars so the clamp isnt wobbleing... what do i do?

make sure there is a slit in the bars, and that it comes up just a little higher than the clamp you are using. you can make slits by using a hacksaw.

Yeah, all of them are, they come with a shim though, right. Put the original shim on the bars and tighten them.
