My bars still wobble even when i tighten the compression bolt all the way. Also is the fork supposed to fall out when you untighten the compression bolt

no it's not. Make sure you have all the components to your headset. You are most likely missing your pinch/compression ring. what headset do you have?

looks like ur missing the top cap

no the top cap is next to the allen key

Flip the top part over, it could be the compression ring is in there or it could be missing.
