I'm on this website. I see 1 3/8 OD tubing (1.375 in) but none are 1.250 (1 1/4) ID

You need a 1 and 1/4th, because that's how thick the shim makes the fork and how thick standard bars are. You could look for: 1 3/8 od tubing with 1/16th inch wall
Edit: find a steel yard near you, bring your bars and an hic clamp in and all for chromoly tubing that fits it correctly.

yes. make sure you raw where you weld or it wont ground right and your weld will be shitty.

yes
with a wall size of .058 the ID =1.259" is as close to 1 1/4 as you'll get since Tubing is not actually measured on the ID.
