I cannot get my bars off my scooter.

Hello there I am a beginning scooter rider with a custom scooter, recently, my friend gave me some affinity T bars because I was actually riding some tiny 2015 Prodigy bars, they were extremely hard to get on being pretty tight on my IHC, but I managed to get them on. So now after a probably a month of use, I want tighten my compression because it is loose, try to get them off and they stuck on, I have a feeling the compression cap is stuck on the bars because the only thing moving when I try to get them off is my fork. Anyways, if you could take some time out of your day to reply to me, that would be
huge.
