not really. you can get pirated (illegal) software for free, but you'll be stealing it -and if you don't know what you're doing you'll end up with all kinds of viruses and problems. there are some free open source programs, but they tend to be more difficult to use. if you want good relatively basic one, just pay for it. simple editing programs aren't that expensive and its worth it.
