a facebook page with a bunch of likes isnt going to convince your town to put tens of thousands of dollars aside to build a skatepark, get insurance, find a location, ect...
you need to get signatures from people in your town, a lot of them. then you need to go to town hall meetings and push for it. you need to present some incentives for the town to spend the money and use the land on a skatepark. and even then the process of getting a budget approved for something they probably dont deem necessary isnt going to be an easy one and they will still probably shoot it down.
that being said your town has a population of 13,000 and a median income of 37,000 dollars per household, 10% of your town is below the poverty line, meaning your town cant afford to build a decent skatepark and not have to make budget cuts which would be horrible for everyone else living there. being that 60% of your town is married couples that wont need a skatepark, theres no way your town will go for it.
you really need to think these things through. count the number of bikers, skaters, and scooter riders in your town, and if it makes up less than one percent of the population don't even bother.
edit: your town is planning on redoing it's recreational department. if you can raise funds build the skatepark they might just give you a location to put it.. although that's still a long shot.
