Problem with Dominator HD

Hi, I have got a Problem with my new Dominator HD fork.
If i put it in the Headtube and tighten the Nutbolt all the way up it doesnt Spin smooth anymore.
So I loosen the Nutbolt and it spins freely but then the bearing race is sticking out.
What should i do?

simple, tighten it until it's solid and not wiggling, then tighten the locknut onto that.
With threaded it's hard to just make 100% solid
