Scooter Wheels Not Tightening?

So I took the wheels off my scooter to fix the bearings and now I can't tighten them all the way and they rattle, a lot, so I need some help on dialling my scooter again, the scooter is a District C-Series 2017 C050.

I think what happens is that when the axles are installed, they are only as wide as the fork dropouts. So, sometimes when the screw and bolt have fully compressed, there's still room in between them since the fork can flex inwards. If it can fit, a super thin spacer on the inside of the dropouts should work.
