So ive got a new oversized clamp, and i need to taper my old bars which are standard 1 1/4 crows so they can fit the oversizedclamp. I know the outside diameter of the hic tubing should be 34.9mm, but what should the inside diameter be so it can fit the hic shim on my fork thanks.

Are you sure that's correct? so the tube would have to be 34.99mm od and 1.259" id?

sorry for the bump, i didnt want to make a new thread. But would I use a tig or mig welder? and about a 2 inch overlap right? once again, i didnt want to make a new thread.

Tig, you could do as much overlap as you want, i'd recommend more than 2 inches though

Overlap should be a minimum of 2 inches but 3 is better. Mig, tig (or brazing ;) ) will work fine.
For extra strength drill a few holes in the oversized tube around half inch above where the standard tube finishes and puddle weld through the holes.
I have taper many set of bars like this and had no failures.
