jvcs suck in my opinion, the settings arent as good as the panny's. i own both brands of cameras and the manuel sttings on the panny are alot better, and actually work the way theyre supposed to. on my jvc the manuel exposure doesnt set to my settings and always changes as if it is on auto.but thats just my opinion.

I'd say go with the HV20 (I have an HV40 and I love it), but make sure your computer will be able to edit HD first. If you want something even cheaper look at Panasonic gs120's and 320's.
