Either you are missing a crown race or something of the equivalent on your fork tube or your headset top cap is threaded wrong or a little to big (manufacturing error, seen it more than once before). Or it could be the extremely obvious, it's not tightened enough. Do you have a locknut on top of the top cap? It's not necessary but it helps tighten it up and helps prevent it loosening also.

You could try packing it with grease or oil and then tighten it further than you can now, it may still be able to spin because of the lubricant.

WAIT are u riding a mgp with a threaded headset?

Doesn't matter, unless the forks are different to MGP ones then it will still work. The threads on MGP forks extend longer down the tube so that the locknut still works and compresses the headset.
