top headset not going all the way in

i have recently purchased a new deck and headset but the headset doesn't seem to be going in the whole way, i run scs so i don't know if tightening the clamp down on the fork will keep it in place as i haven't got my new fork yet, this may be normal but i have only owned one other scooter and that was a complete where the headset was already installed. Any help is appreciated, photo was to large to attach, if you need to see the photo to determine the answer, tell me your e-mail. Cheers for any help.

It's pretty normal for headset bearings to stick out of the headset cups a little. You should be fine
