I saw that before, it's still broken and re-welded. Even if there is a reinforced section in the headtube it's still going to be more likely to snap along the re-welded portion. look at Grit and Blunt, just having more material in the headtube doesn't necessarily make it stronger. And if it was enough to make it stronger, it would probably be heavy as hell.
