im gettin a mgp so wat could i do to make the bars the same hieght as if they were on a pro or an y other scoot

Put a headset spacer on or buy newer higher bars.
They're your only options.

Headtube spacer, harvest some hard rubbish, or just go to a bike store.
Im running one now, so sick, makes the locknut's so much easier to lock.

but you need primer. or the paint WILL chip.

the paint will chip no matter what

Especially if its spray paint, no matter how good of a job it is. It will chip eventually.
But if its a good job it shouldnt chip fast/alot but if its a bad job expect it to chip alot and fast.
