just get a bike spoke and use the hooked end to grip the top of the shim and pull that shit out. Bike spokes work good because they are usually like 8" long. Thats what I do when ever it happens to me.

oh, this kinda happened to me, just get like a hand-vide thing or a vice, put the end of the shim in the vice, tighten, but not too much, and pull

What I did is I got a screw driver and did some random shit until the shim was sticking out a little and i got a screwdriver and wiggled it in the slit while i pulled the shim out with a plier.

damn this happened to me, im going to the beach days, right now my bars are being powdercoated with the shim in them stuck. i trieed for 2 hours to get it out. the hic slit isnt lined up with the bar slit. i was trying to pull them it out with needle nose pliers but it wont grip it. and i dont have any bike spokes and the closest bike shop is like 45 mins away. FML.

bend a screw driver tip one long enough to go to the top of the shim and for it to stick out the bottom and then put it up and try and hit the screw diver down. but do it all the way around the shim not just in one spot
 
Hmm, that leaves out some possibilities. Maybe try sticking an allen wrench inside so that the 90 degree short piece goes in first and try hooking on the edge of the shim and see if you can pull it out? I dunno, that's all I got is finding something with a 90 degree angle on that end that will allow you to grip it a little.
this but! put the allen key in a vice grip and spray some wd 40 in the bars first then hook it and jerk the crap outta it. worked for me
 
all you have to do is get a new shim and take a flat head screwdriver or something and hammer the shim into your bars. install a new star-nut and shim
