I have a half knuckle clamped as tight as it will go and my fork still rotates a little and I don't even ride that hard so HIC isn't that great if you ask me. Just cheap.

The slit on your bars might be to skinny. When I got my Lucky clamp it would tighten all the way but my bars and fork would get off-center all the time. Try making it wider, it will most likely fix the problem.
