Alu primer and then paint it.

You might need to sand it abit just read the instructions on the bottle.

Primer is a thing you put on before you paint that helps the paint grip, it isn't really necessary because the clamp will chip with or without primer. Just paint over the clamp from far away and do a lot of coats. Don't get too close or you will get droplets.

That's absurd. Clear coat protects the paint. Proper steps would be to primer in several coats first, let thoroughly dry, lightly sand, clean, paint with several coats minimum, let dry overnight, clear coat with as many coats as you can with no drips and enough dry time in between coats. And there you go.

With that said, is it really worth that much effort?

Sand it first, it really helps. Then do a good amount of coats of your paint. Have time between the coats too, so that the previous coats are dry, or else itll all just build up and drip. I know you said you dont wanna clear coat, but it really helps. People think you put on one coat of clear coat and its fine, but you should put multiple coats of that on too.
When I painted my bars I always tried to even it out. I did 5 coats of paint, and 5 coats of clear coat.
