When I tighten my ICS my bars wobble

I have ICS and when i tighten my bolt all the way my bars dont wobble and my scooters dialed but my bars barely spin at all. When i dont tighten it all the way my bars wobble ALOT and my scooters super undialled. How do i fix this?

How to I tell how far to put the starnut in

I have taken a screwdriver and pryed the starnut out a few times. Just flatten it and put it in the bars again. Barely get it in. Put your fork through the headset and bars over the fork. Then hit the bars downward to push the starnut in a little at a time until the bars rest completely flush like they are supposed to be. Last, throw your bolt in.

ya its probably because the starnut is in to far you will have to get a new one
