    Just get a short bolt and nut from the hardware store and do what I explained. There's no sense cutting the fork if you can just do that, especially if you might want to sell it to someone who wants ICS.

    Just put the ICS bolt in the way it is supposed to go. Get a nut that fits the ICS bolt. Put on the SCS, put the bolt in the fork, put on the top cap, then tighten the nut on the top cap.
