It's gonna take more than a file to make a starnut fit. You have to drill. You can use a 7/8ths starnut & the wall will be thicker or use a 1" starnut & the hole will be bigger with thinner sidewallss Also only still about an inch & a half down into the fork, just far enough for the starnut...
