Yes, the steerer tube. It stays tightened for about a whole day of riding if you use blue "lock tite". It's pretty nice compared to threaded but SCS or HIC are your better bets. You won't regret saving up for it.

Just remember this when you face a douche at the skatepark: One day, you're going to be ten times more successful and ten times the person than the asshole. Ten being the minimum.

It'd work but the tube would be really weak. ICS is just as much work as a threaded headset only more dialed. Save up for some threadless forks, too man.
