I think that with a big enough wrench, its possible. EDIT: i just looked at the blunt IHC. essentially the same concept without the expanding shim. Disappointing to hear that IHC sucks though /:

Imagine an HIC shim that has a special top that resembles the inside of a cone, (kind like |\/|). Cut the shim in half. The top cap sits inside that cone, (like |\-/|). Now imagine that the top cap is tightened through the forks like ICS. As the top cap moves down the cone, the shim expands...

Your not tightening them enough. Really bury them together

Thread lock compression Tighten up the locknuts. Then bury them together with two wrenches (in opposite directions)
