instead of the spacer I would've personally tapped the starnut a bit deeper down into the forks and cut like 1/2 of a cm off of it, or maybe even 3/4ths of a cm, then cut through the shim Tapping the starnut a little crooked helps keep the bolt a bit tighter in my experience..
