Probably. Any adhesive sandpaper would probably be able to shave off urethane. check the wheel though so you don't grind it down too much lol.

I know this sounds stupid, but when a good wheel of mine had a serious flat spot, i put a teensy bit of home depot griptape on the underside of a spare brake I had and bombed a hill while very lightly keeping my foot on the brake, just enough to shave the wheel.
