(2 questions) What exactly is IHC compression? Is the Slamm Mischief good?

I never said to build your own complete

I said to buy new parts for the complete you already have.

I dont even have a complete, I had a razor that I rarely used because its completely wrecked, all I did was goof around on it. Then I decided I wanted a scooter that will last me a good 7-8 months before I upgrade. Maybe I could get an ultra pro and buy maybe 3 new parts (bars, wheels, grips), and slowly overtime keep buying new parts until I have an almost completely different scooter.. Exactly what you were saying 8)

IHC is when there is a starnut inside your handlebars, allowing for a bolt, with threads on one end and a washer or something on the other end, to thread up into your bars, holding the fork up against the bottom of the headset, and the bars to be held down onto the bottom of the top of the headset. This "compresses" the headset together. Then the clamp is added to prevent the bars from turning.

IHC is probably the first threadless compression type that was used in scooters and is thought of as light, but unreliable because of how large the area for compression is and how easily that type of compression usually comes loose (I'd say this differs between people).

That Slamm scooter looks fine but Razor is time-tested to be a pretty good brand. It's the OG brand. It's up to you but I'd personally go with Razor.
