Just commit. It's your subconsciousness stopping you from rotating, tell the sensible side of your brain to go fuck itself and just go for it.

My head is very close to the coping when i flip, and also when i land, im very close to the coping. f i go into a ball, i always over rotate....

Backflips are honestly the easiest hard trick you will ever learn. I learned how to backflip on my feet before I attempted on eon a scooter. My suggestion would be to learn a backflip on a trampoline first just on your feet, no scooter. Then take it to a foam pit if you have access to one. Honestly just huck it the more you think about it the worse it's gonna be. I personally learn backflips without tucking into a ball. Also if you have a quarter pipe with no coping that is ideal as it was much easier for me to learn on. Good Luck!

i never tried one to foam or ressi. my first backflip was to straight up wood, no matress.
they take balls and commitment. if you commit with
full efort you will deffinatley get the rotation.
