I just banned spencerburt and that global scooters dude. "They" each made 2 accounts, and were previously banned. Thought it was called for, hope you dont mind?

i've already banned his user and his ip before you, but he was unbanned someday after banning, so i don't know which admin did it. Although he has to look up for rules nr 1, 3, 5, 7, 8, 15?, 19 and 20. Maybe more.
