I own SR.
As far as I know scooters are not allowed here but in the 5 years I have been riding there I have only been kicked out once. It is located between a fire department and a police station so you just have to keep a look out. The lat time I was there we rode for about an hour right in front of the cops and they never said a thing so maybe the rules changed.
It is concrete and has tons of lines, hips, pyramids and ledges. The concrete was poured badly and is lumpy and uneven in places but aside from that it is a fun park.
EDIT: Helmets are a must!
