Is it a good camera and how is the quality of the pictures.

From what I have read up on it was a good camera back in the day but now it is dramatically out-dated. I wouldn't bother getting it unless you are getting some lenses with for a good price.

It comes with Battery Charger, 4G Ultra Sandisk Card, Carrying Case. , Canon 28-80mm lens. I'm getting everything for $200 would that be worth the money?

I have used a 10D and it is very out dated. I would keep looking.

you can find a used nikon d3000 for a little more than that, keep looking.
