Can't get my HIC dialed

Heres the problem when i tighten my compression all the way down, it ends up coming loose, i think its happening because of the top cap but idk, anyone got any ideas?

things ive made sure are where they should be:So i have my starnut in straight, far enough down in my fork, and my top cap bolt has enough threads.

blue loctite will secure the bolt down just dont get red

are you sure its your headset?
check wheels, break, deck if its not one piece, even barends if there metal
