Clamp....I SEARCHED

When i stretch my clamp onto my bars it goes on no problems, but when its on because the strech comes back in it clamps the bars so my bars wont go onto my fork. Any suggestions or shall i just file it?? I DID SEARCH!

The clamps is 31.8 mm

allright, do that coin trick, and if you put it on you bars, hold it stretched, then put your bars on your fork and get the coin out, put the bolts in right, tighten it, and ride!
