whats the best tool to cut a fork for baby scs

hack saw or a pipe cutter, you can go to homedepot and ask if they can cut off .5 inches

Or I use a saw of some sort, be it hack saw or Saw-zall. I love my Sawzall.

i dont think it will really matter, i dont think its really bullet proof and no matter what if you keep cuting it will cut it, just use a hack saw
