feeble grinds and feeble grinds going fast or slow?

Today i was talking to one of my freinds and we got into an arguement becuase he said that a feeble grind isnt a feeble grind unless you apporache fast and jump off the box when you are going fast.

I said it didnt matter but i just wana know now

Do you have to be going fast to feeble grind and do you have to be going fast when you jump off?
